If you are not permanently banned (AKA excluded from Looki Community), ask support for an authorization to begin anew.
Your game account probably has been deleted by inactivity anyway, just start fresh. New email, new name, new life).
As long as you do not hold two game accounts at the same time, its not multiaccounting.

Multi accounting IS against the rules, and discussing gags and bans is not for the forum. Please message support in the correct manner.

But the second file belonged to my BROTHER
Any second account that belongs to a family member that uses the same router ie is in the same house, has to be a trust account. Trust accounts have to be set up by support. Nothing can be dont on the forum, do as shiroma suggests and message support for help in the matter
rules for trust accounts are as below
*3. Trust Accounts
Please make sure to send in a ticket to support to request a trust if you share a computer or internet connection with someone. Include both players gaming names for a trust to be set up for you.
*4 Trust Account Rules.
Normal trading between trust account players is allowed as long as resources and components are paid for. Transferring credits, components and resources is not allowed between those on a trust account. Troop swopping with those sharing a trust account is also not permitted.
Any breaking of the above rules will be classed as multi accounting and dealt with according to the rules.
